As a part of smart city construction, smart community also attaches great importance to Seoul. Enping is a district in Seoul. The Enping u-city project started in 2006 and was completed in March 2011. It now has 45,000 users. Smart City Connect offers residents of the district the ability to receive useful information via smart devices on their bedroom walls. In order to protect the safety of residents, smart closed-circuit television surveillance cameras are installed on every street corner to automatically detect illegal trespassers. If a disabled or elderly person with a location detection device leaves Enping, or touches the alarm bell, his location information will be sent to his guardian in text form. The city's high-tech street lights reduce energy use, play voice and provide residents with wireless Internet access. A digital newsletter provides residents and travelers with news, bus schedules and other useful information. Finally, the city's u-Green business monitors water and air quality through a sensor network that sends information directly to the media and devices in residents' living rooms.

In addition to Enping Community, Gangnam District in Seoul, South Korea is also an early-developed smart community, and was selected as the "Best Smart Community in the World" in 2008. The district has achieved success in building smart communities by focusing on broadband infrastructure construction, promoting economic development through e-government, innovating government service models, and overcoming the digital divide.
