In October 2016, the Ministry of Science and Technology, the National Development and Reform Commission, the Ministry of Foreign Affairs, and the Ministry of Commerce issued the “Special Plan for Promoting Scientific and Technological Innovation Cooperation in the Belt and Road Initiative”, which pointed out that it will take 3 to 5 years to build a number of joint laboratories (joint research centers) , technology transfer centers, technology demonstration and promotion bases and science and technology parks and other international science and technology innovation cooperation platforms.
