On May 19, the Beijing Municipal Bureau of Economy and Information Technology, the Municipal Science and Technology Commission, the Zhongguancun Management Committee, and the Municipal Development and Reform Commission jointly launched the "Beijing General Artificial Intelligence Industry Innovation Partnership Plan" (referred to as the Partner Plan). Market entities often face problems such as insufficient computing resources, low data quality, and insufficient scene openness when applying large models. At this time, the government will support the creation of a better platform and environment, bring together upstream and downstream partners in the industry chain, and promote cooperation among multiple parties such as technology, resources, and scenarios, which will help promote the development and application of large models. Finally, after extensive consultation with all parties, a partnership plan dedicated to accelerating the implementation of the large model industry was formally formed.

The partnership plan clarifies Beijing's overall goal of developing the general artificial intelligence industry, that is, by 2025, it will basically form a general artificial intelligence industry development pattern with complete elements, leading technologies, and a complete ecosystem that can effectively support the high-quality development of the digital economy.

Partners are divided into five categories, namely computing partners, data partners, model partners, application partners and investment partners. In order to achieve the overall goal, the partnership plan also proposed eight major tasks as support, including accelerating to meet the urgent demand for computing power in the near future, improving medium and long-term computing power supply capabilities, launching a batch of high-quality training data, planning and building a national-level data training base, and large-scale computing power. Model application innovation benchmarking pilot project, promoting large models to empower thousands of industries, cultivating new paradigms of software development, and building foundation projects for the underlying supporting technologies of large models.

Among them, a project closely related to people's livelihood in the applied innovation benchmark pilot has been launched, which is Beijing's first large-scale government service model development project. This project will focus on government affairs consultation, policy services, immediate handling of complaints, government affairs services, etc., and take the lead in realizing large-scale model technology empowerment.

According to the relevant person in charge of the Beijing Municipal Economic and Information Bureau, the partnership plan will focus on financial support, service optimization, strengthening promotion, and pilot trials to ensure the smooth implementation of the plan.
