Parking management has always been an important part of Hefei's urban management. In order to create a comfortable travel environment for citizens, multiple departments jointly dealt with the "zombie cars" hidden in the streets and alleys. At the same time, Hefei uses government affairs buildings as a pilot project to explore comprehensive vehicle parking management in hospitals, party and government agencies, large commercial complexes and other areas. In the future, Internet resources such as big data will also be used in road traffic management to assist the construction of smart cities.

Multiple departments join forces to deal with "zombie cars"

Focusing on the positioning of building a sub-center of the world-class urban agglomeration in the Yangtze River Delta, and driven by improving the level of civilized urban management across the country, Hefei City has designated 2017 as the "Year of Urban Management Improvement". Among them, parking management is a very important component of urban management. Since 2017, multiple departments in Hefei have joined forces to deal with zombie cars in the city, and have included the cleanup and rectification of "zombie cars" into normal management.

Last week, under the joint witness of urban management, public security, community workers and resident representatives, a "zombie car" that had been parked for more than ten years near Funan Road, Sanxiaokou Street, Hefei City was towed away. It is understood that before disposing of the zombie car, the street first posted a notice in the community. The urban management council then invited community owner representatives to pass a relocation resolution and informed them of a deadline for cleaning up. Finally, the motor vehicle was scrapped (lidden).

It is understood that the vehicle scrapping process is determined in accordance with the "Road Traffic Safety Law", "Compulsory Scraping Standards for Motor Vehicles" and other laws and regulations. Hefei City has simplified the scrapping process and procedures on the basis of laws and regulations and combined with actual work conditions. In terms of the specifications and procedures for cleaning up "zombie cars", the municipal public security and traffic control department has specially formulated handling methods for different situations such as those with motor vehicle license plates, no motor vehicle license plates, normal motor vehicle status, and abnormal motor vehicle status. At the same time, the municipal public security and traffic control department also announced reporting channels such as WeChat and 122.

Vehicle regulation around the government building will form a model

If the parking behavior of zombie cars usurps the resources that should originally flow in parking spaces, then parking indiscriminately is an unreasonable use of parking space resources. In the past, "parking difficulties" and "indiscriminate parking" phenomena around the municipal government office building were serious. People who came to the building for business and related staff often had nowhere to park.

In order to solve the parking problem around the Hefei Municipal Administration Building, the Municipal Civilization Office and the Municipal Government Affairs Management Bureau held several coordination meetings with relevant units and finally proposed the "Work Plan for the Regulation of Vehicle Parking Around the Hefei Municipal Administration Building". With the orderly management of Hefei's urban parking, vehicles that were parked randomly have been removed, and the phenomenon of private cars blocking fire escapes has also disappeared. Citizens who come to the municipal service center no longer have to worry about parking their vehicles. People who work for the city The staff of the government affairs center do not need to perform "grabbing for parking spaces" every day.

In the future, the vehicle parking regulation work around the municipal office building will also effectively solve the parking difficulty problem in the area by promoting the use of smart parking systems, encouraging green travel, and strengthening comprehensive traffic management policies. The building’s rectification experience and effectiveness will provide a model for the comprehensive management of vehicle parking in schools, hospitals, party and government agencies, large commercial complexes and other areas in the city, and will also explore new ways for the city’s special rectification of vehicle parking.

Using big data to build smart urban transportation

The so-called temporary parking space means that vehicles can temporarily park here for a short period of time when there is a parking space gap in the surrounding area. Ultimately, the purpose of setting up temporary parking spaces is to divert traffic and avoid random parking of zombie cars. Taking Kongtang Road as an example, this section of road was previously full of vehicles parked on both sides, sometimes with two or three rows of vehicles parked, resulting in a very narrow passable road surface in the middle of the road. Since the temporary parking spaces were set up, car owners parked according to regulations, and traffic on the road became orderly.

The traffic police, urban management and other departments will jointly study whether it is necessary to designate temporary parking spaces on the road based on the actual operation of road traffic and on the basis of surveys and surveys. The public security traffic police will ultimately be responsible for the demarcation. Charges are managed according to the "Hefei Motor Vehicle Parking Management Measures". As the public parking system improves, these temporary parking spaces will also be reduced, returning the road to traffic. At present, some temporary berths in Yaohai District and Shushan District have been cancelled. In the future, relying on the temporary parking information accumulated on the big data platform, urban planning and smart transportation construction will be more targeted and reasonable.
