We all know the "crowd-creation space", in fact, this is the concept of micro-assembly laboratory (Fab Lab) initiated and promoted by the Massachusetts Institute of Technology. The laboratory, or more vividly speaking, a creative "factory", through Providing digital information technology and equipment allows the public to design and manufacture products of their own imagination, which means that technological innovation is no longer the patent of a few scientists and research institutes, and everyone is a potential subject of technological innovation. This move has greatly enriched the resources and means of innovation for the general public, and fully mobilized the enthusiasm and potential of the whole people to participate in innovation.

As we all know, Barcelona has always been a pioneer in international innovation and smart city construction. The city government has long applied the concept of smart city to urban planning, construction and management. In 2007, the city government of Barcelona funded the establishment of the first Fab Lab in the city and the first in the European Union, and soon became a model internationally. Immediately afterwards, the city established two other Fab Labs in different neighborhoods, and will witness the completion of its fourth Fab Lab in 2017. The Barcelona Municipal Government has therefore become the municipal government with the most Fab Labs in the world. In these Fab Labs, in addition to basic digital technology equipment, digital milling machines, laser cutting machines, 3D printers and various digital manufacturing tools are all available, and are open to the public free of charge. It is reported that the municipal government also plans to use this project for training for schools, women and people with disabilities, so as to reduce the social digital scissors gap, so as to benefit all citizens. The concept of smart city is no longer abstract, but within reach. While creating an "innovation fever" for the whole people, it also drives the development of urban circular economy and makes the concept of smart city deeply rooted in the hearts of the people.

In order to encourage people to innovate in technology, Barcelona opened up a block with an area of about two square kilometers in the city's high-tech center, dedicated to research and practice. Since the number of the textile industry in the communication library of the Barcelona Municipal Government was 22, this experimental area is called 22@, implying the combination of tradition and modernity. This old city renovation plan uses a series of smart technology means, including: the promotion of free charging facilities for electric vehicles, smart sensor garbage collection points, smart sensor facilities for parking garages and parking space management, as well as the management and water conservation of public water for residents plan. It can be seen from these projects that Barcelona pays attention to the application of innovative technology to the infrastructure of urban life, so as to achieve energy conservation and environmental protection, and improve the quality of life of citizens.
